On January 29, the Boston Zoning Commission approved the BPDA’s Net Zero Carbon (NZC) zoning proposal. Starting July 1, 2025, large projects seeking zoning approval must achieve net zero operational carbon from the outset.Another key aspect of this policy addresses embodied carbon in new construction. Large projects will be required to conduct life-cycle assessments (LCA) to estimate their embodied carbon. Currently, zoning requirements do not impose any limits on embodied carbon, but the data from early projects will likely inform the development of limits for application in the not-too-distant future.
